Happy New Year!

I need your help. To get your attention, this could hugely impact funding
for early childhood services - specifically early childhood block grant,
preschool for all, early childhood block grant prevention initiative, and
early childhood special education. I need you to forward names (recruit)
people who are pro-public schools, pro-early childhood. We need people who
do not want this money to go through one centralized state agency, such as
DHS (for example), but to keep it flowing through ISBE and the two other
agencies ( I know, I can't believe I am saying this, but in this case,
ISBE is way better than DHS). If DHS gets it, there is not doubt funding
will be impacted. I know it says one state agency, but in the regional
council meetings they are saying DHS.

Now that I have your attention, that is the worst case scenario. I really
would like to find school board members and district superintendents and
principals who have a passion for early childhood and understand the
importance of funding these programs through ISBE. Not trying to be an
alarmist but when money is involved, we better do our due diligence to
protect. I think we need to pay attention to these types of actions and
put forward names of our people so we have a voice on the council. Better
to be proactive.

While it seems great to have a centralized system, I have concerns with how
resulting funding will be impacted. Perhaps one of you have an idea of
where IARSS is on this issue, if so please share. My local expert that
deals with this has expressed these concerns.

See the emails below and I hope you can forward some names to Denise Henry
at dhenry at sccroe50.org. This is time sensitive. I need a minimum of two
names from each ROE, but will take more. Details are below.

Need responses by January 12 at the latest.

Many thanks.
Mark

I will be completing this form with names of folks I think should represent
Area 5. I know people who work in early childhood, but I don't know local
elected officials, school board members, superintendents, etc who have an
interest in early childhood education and who might represent us well. I
need stakeholder names (required), email addresses (required), phone
number, entity/business they are part of, position/title, and county they
represent by January 12th. I've cut and pasted the information about the
type of stakeholder they are requesting below. I've also forwarded the
email I received that has the information about the initiative, including
funding recommendations. Here's the direct link to the funding
recommendations:

Do you have some people you can recommend before January 12? Please send
them to me, and I will add them to the list. Thanks!

ECEC Stakeholders

As part of the Regional/Community Systems work and our new Birth to Five
Illinois team, we will be holding kick-off meetings to introduce the Birth
to Five Action Council structure. Virtual kick-off meetings will be held in
each early childhood region the first week of February 2022. In preparation
for those meetings, we are collecting contact information for stakeholders
who should be invited to learn more about the regional and community
systems infrastructure. We would like to invite a variety of stakeholders
to this orientation meeting. The names submitted in this form will be used
to create a list of invitees and they will be informed that you recommended
them. ** This form is not an RSVP for the meeting ** Please submit
stakeholders that you think should be invited to the launch meeting for
your community. You are more than welcome to submit multiple names; please
fill out this form once per person. We are looking for people from every
level of work and community. Ensuring that all children and families have
access to the services they need will require a wide range of stakeholders
working together in every community across the state to identify &
understand the barriers families face in navigating our early childhood
services. Utilizing family and provider voice, the council will work to
inform policy and funding recommendations that will create equitable
high-quality services for all. Perspectives from community members that
represent a diverse array of professional and lived experiences will be
sought in the councils, key roles include: - Parent/Family Reps - Community
Members from an underrepresented population - Local Collaboration -
Regional Office of Education - Local School District (Board
Member/Superintendent Office) - Local Elected Official - County Elected
Official - Head Start Center - Family Childcare - Early Childhood Educator
- Healthcare - Higher Education - CCR&R / Coordinated Entry - Business
Owner / Chamber of Commerce Please fill out as much information as possible
so we can assign our proper outreach team member.
